There are many that have been waiting for what ever reason, but the thing that many of you are failing to read is that the opening sentences in the March Bulletin state that they expect dates to retrogress again fairly quickly as soon as those that had the I-485 petitions this summer get added into the numbers.
There are also so many that have filed in the past two years from the Philippines, that even if they get to those dates, the chances of one getting a visa out of the less than 10,000 per year and including dependents, is going to be quite small.
It is not just those with the AOS, but the number that are applying in the last couple of years and the fact that the Bulletin states that they expect things to retrogress again. When you add in those with the AOS, it drives the dates back again and this is what many are failing to understand.
When you see a newbie post here bragging that they went to the US on a tourist visa and got thru on the AOS this past summer, instead of all of you congratulating them for doing something that was actually illegal, you should be upset as they will be delaying all of you from getting your visa, they have taken cuts in line in front of you.
You are focusing on dates in the past, that is not the issue with the Philippines, but the shear number of those that have applied for the green card. It far exceeds the number of visas per year. If you figure on just under 10,000 per year, and with dependents coming from that number, you are looking at only about 2500 at the most getting visas for themselves and their dependents, so not many when you look at how many are waiting.
