Sorry but you are reading old information. Any foreign nurse wishing to work in the US must possess a Visa Screen Certificate. And the only way to obtain one is to either write the CGFNS exam or the NCLEX-RN exam.
Without a VSC, one is not going to be able to work in the US. What you are speaking of is the reciprocity that used to exist with Canadian licensure and several states in the US, also including Michigan as well as Pennsylvania and quite a few others. But it no longer exists since the requirement of the VSC.
The US has been under the retrogression for more than two years as a start, and the only way that a Canadian can get a visa for the US is with the TN Visa and that requires the VSC as well.
Much was written about this back about four years ago or so when the VSC became mandatory.

Australia does not require an exam, but you have to get thru immigration first. UK does not have an exam either but they have a hiring freeze in place and have had that for sometime.
