i am now applying for initial licensure at CA, and i am here at the philippines,. can you suggest and give me a state that are mostly nurses apply?thank you.

There are many threads already on this very same topic, no reason whatsoever to start a new one. Please just do a search for the information that is already posted.

And you should not be basing anything on where most apply to but ultimately what you are going to be doing.
