If your son wishes to work in a state that actually requires the local license, then by going thru another state and then trying to endorse back again will not cover the requirements.
Once one has passed the NCLEX exam, those results are accepted by all 50 states as well as the US territories; however, it does not mean that his license is then automatically accepted by the new state. One needs to meet the specific requirements for the new state, and they are usually the same whether for first time tester or for endorsement concerning the local license requirement.
Where did your son go to school, was he permitted to sit for the local license in that country or was it not permitted? That would also be a question to know as well. Not all are permitted to sit for the local license where they attended school so that makes things different as well, but you have never explained where he trained or anything else. Is he a US citizen or green card holder as well? Does he hold dual citizenship also?
With the little information that you have provided it is impossible to give you a specific answer to what you are trying to find out. There are so many variables added into this.
