I believe that IELTS is not needed to process I-140 which is the petition of the employer. IELTS is needed for your visascreen certificate, this visascreen will be needed at the time of your interview so if you have not filed I-140 yet, then you still have a long wait before interview.

Where did you actually train?
The I-140 does not require the English exams to be passed. The English will be needed for the VSC, and that is needed for the interview.

Where were you born? If in one of the countries that will be affected, then you will also be affected by it, even if you are in the UK now.

Hi,
Thank you for your advice but still worried because my agency states that"Your visa screen application and subsequent immigration into the US is being delayed due to the requirements of an engish qualification".
I understand your answer but can you pls. elaborate this statement from them.I already paid my agency for visa application including my family and i filled up the I-140 and send to them.Do you think i am still far in the process?Yes, I will be affected by the retrogation beause Im from one of the countries mentioned.
Will appreciate your response.Thank you.

retrogression is not affecting your I140 but depends on which service centre your file has been sent to. Nebraska or Texas and Nebraska is taking several months Texas is a bit quicker

as silverdragon and suzzane said, IELTS has nothing to do with the processing of your I-140. if you check back from previous posts in this thread (like page 50s onward), you will find the typical time frames for each packet (as thay previosly called it). you are just in the first step. you still have quite a long way to go. your IELTS certificate is not needed until you are about to be interviewed for the VISA. ask your agency why they specifically need you IELTS at this time when you don't even have an I-140 approval yet.
