A few more things to clear up for you:
Licenses do not have reciprocity, only the NCLEX exam. He will need to apply for License by Endorsement to get a license in another state.
Since your husband is not a legal resident of New Mexico, the compact part of the license does not apply to him. It does not apply to foreign nurses that are not legally residing in the US and without a valid visa to be working here and are paying taxes to that state. There are several threads on the Compact license on this forum that suggest that you read. As well as the Primer at the top of this forum, as there is much there that you need to be aware of.
Also recommend that you read about the retrogression that is in place, it is going to be impossible for your husband to remain in the US past the expiration date stamped on his I-94 in his passport. Just is not going to happen.
