Average time for a foreign trained nurse is 4+ months and if you do not have a valid work permit then will be several years due to retrogression.

Moving this to the International forum

Also changed title as not NCLEX eligibility but licensure to be a RN of which NCLEX is part of the process

Unless you already have a visa that will permit you to work in the US, there is absolutely no reason to be in any rush. A tourist visa will not permit you to work either.

And then to answer your question: You never select a state because it is faster in terms of approving you to sit for the exam; if you are not going to be working there, then you will be wasting time and money to endorse to another state.

And rules are changing all of the time here, just like we have seen with NM and some of the others, it is going to get more difficult to get approval for the exam. And as it is harder to get initial approval, expect it to get harder to endorse to other states. As a foreign grad, no matter what your immigration status is, you are always going to need to meet the requirements as a foreign grad, even 20 years from now.

Most states are now requiring the CES before they will even look at your application, suggest that you take the time to do some reading here. There is a retrogression in place, so there is no hurry whatsoever in trying to get the exam done as soon as possible.
