You have no choice but use CVS for NY if you are a foreign trained nurse and this also goes if endorsing.

And you need to have the actual license number in hand before applying for the CVS.

You also need to be aware that we have not seen one hospital petition for NY in quite sometime. Would recommend a good read on this forum before spending the extra time and money for the license in NY and then not being able to use it.

whoa! how much longer will it take me to get that att after cgfns has finished gathering the documents and forward it to the state board of NY? for new passers i mean.

i filed mine september 08.

truth is, i didn't know that there was a cvs requirement from the beginning.
i just sent my papers to a relative and forwarded it with the payment to opnysed and hoped for the best. silly ehh???

so thinking i had the jumpstart on my application i quickly enrolled at a review center, from there my head started rolling, after being acquainted i asked them how are their status, and told me that it took her almost a year to get her att, so i asked the process, and then it hit me that i forgot to read the fine print below the instructions from opnysed.

another thing is that i have relatives who are nurses 2 are staff and another is top management position, and yet no one knew it was a requirement already.

According to Suzanne you need a license, to get a license in most states you need a SSN.


Yesterday on the American news, last month 500,000 Americans lost their jobs. With LPN programs being 1 year and RN programs being 2 years and the demand for nursing decreasing due to the economy I predict the need for foreign being decreased. These people are here, they need jobs, and don't have worry about a Visa.

CVS requirement for foreign nurses has been around for over 4 years so not something new. Once CGFNS send your documentation to NY probably looking at another couple of months. We have seen members post that they got ATT in 8 months but a lot will depend on what if all documentation was received. Unless you have a employer in NY not sure that is is worth going through CVS as only applicable for NY and if you go to another state you have to resend all your documentation if required. We are not seeing many employers at the moment in NY petition foreign nurses especially now with retrogression

Average wait for the CVS to be completed is six to eight months. You are just a little past two at this time.

This is why it is always best just to wait until you hear that they have completed it and sent it on to NY before you send in your application to NY. All it will do is sit in a file until they receive the CVS, they are not going to do one thing with it until they have it.

But most importantly at this time, please do not even consider registering with Pearson-Vue. Not until you are informed that you have approval from NY to sit for the exam.

Much has already been written on this topic.

It can take up to a month after NY receives the CVS and they approve on to sit for the NCLEX exam. You will not receive the ATT until the exam is paid for and NY okays Pearson-Vue to release the ATT.

You are looking at spring time before you will be able to write that exam. Also you need to be aware of the fact that we have not seen any hospitals petitioning in NY for quite sometime. If you wish to go to another state, please also be aware that the CVS is not accepted in any other state and if they require the CES, you will need to go thru that process as well.

The way that things are going now, it would have been advisable for you to go thru another state, and then and only if you then would get a job offer for NY begin the CVS process. You have more than enough time with the retrogression that is in place.

If you want to be employed in New York, I advised that you get your license through New York state. The state is one of a few who still issues the license without a social security number. Best of luck

If one wishes to work in NY, they have to get a NY license; there is no way around that. But we are not seeing hospitals doing any hiring, so there is really no reason to wait for the length of time before testing and getting approved to sit for the NCLEX exam.

It would be much more time effective to write the exam for another state and get it out of the way, then they can apply for a job and get the petitioning process started, even though that is still going to make it years and years before getting to the US.

But to wait for about 8 to 9 months before testing when one has already taken a review course does not make any sense at all. We are also hearing that NY may be changing their requirement as well and not issue a license without a SSN# like so many other states have. If one is just starting the process, I would assume that a license is not going to be issued without a SSN# in the future. That is the direction that most other states are going in, so you can expect NY to follow. Especially with all of the issues of people obtaining their license and working there without the proper visa to do so.

Don't be discouraged by some pessimistic rumors about employers from New York-NOT hiring and license from NY will not gonna be issued, etc. Those are just rumors. Only the NY board of Nursing has the sole authority to change and implement guidelines in the licensure of internationally educated nurses.
