Ontario requires the four year degree for licensure as an RN in that province.

Each province can set their own requirements, same way that each state in the US does theirs.

Canada is slowly increasing their entry requiremenrpn.ts for the RN to the four year program, Ontario requires two years for the LPN/RPN role.
