How do I transfer my NCLEX pass mark from Cali to MD

Hi to all

My brother passed the nclex but he cant get his license in California yet coz he has no SSN. Can he transfer his nclex "pass" mark to Maryland? How does he go about it? replies are hugely appreciated.tnx
