How to convert license from another state to NY?

You need to search "Licensure by endorsement" on the International forum, as the information has been posted a lot.

Basically:
1. Have your physical license from VT in hand.
2. Go to NY board of nursing website at NYS Nursing License Requirements - RNs, LPNs
3. Complete the requirements for NYC - which includes applying for CGFNS' CVS report (CGFNS International) to evaluate your foreign transcripts and licenses.
4. You also need to have Infection Control and Child Abuse online courses done I think.

you have to apply for Credential Verification Service of NY (log in CGFNS website) in order to be eligible to practice in NY state......

And just to throw this in, licenses are never converted or transferred. You will need to go thru the endorsement process and will hold a license in both states until the VT one expires, if you do not renew it.

according to the website as a foreign trained nurse you have to CVS through CGFNS even for endorsement

The site clearly tells you to complete the Licensure by Endorsement form, but you have additional requirement for CGFNS as a foreign trained nurse.

For NY - They will require you to do the CVS for NY no matter what. Doesn't mater if you passed the NCLEX already through another State BON/BRN or even licensed already (for those States that gives licenses w/o US SSN) and yes the application you will be filling would be licensure by endorsement.
