Suggestion:

Check out Palau

It's a Island Nation close to Philipppines.

They use the US Dollar as Currency, US has pledge 50 years of protection to Palau. You can serve in the US Military if you are Palau Citizen.

Palau is also like the youngest or newest Country in the world, and seems to have strong ties or even be a US Colony or Territory.

Do some research on Palau and see if you can get License there and if it's good in the USA.

Palau is a protectorate but not a territory, their citizens have to apply for licensure in the USA the same way a Philippine Citizen does.

Is it the same for working anywhere other than the US that you must first find a job before you are eligible to work there. It almost seems as though you have to put the cart before the horse. I was interested in working in the Carribbean but again, you have to have a job to be sponsered prior to going or getting approved. Wouldn't employers want to know that you're approved prior to hiring you. or is it just understood that once hired approval is just a check or money order?
