Please take the time to read the site as much has been written on SSN. From what you have written NJ will not issue you with a license until you provide a SSN which you will not get until in the US on a valid work permit which currently you are looking at 5 years waiting even if you find an employer due to retrogression

I endorsed my CA license to NJ in early 2006. At that time they still required CGFNS certification. I didn't have a SSN when I got my license. NJBON asked for SSN and I told them I don't have one. Then they asked me for the letter from SS office explaining the reasons why I don't have SSN. Since I was legally in USA, I got the letter from SS office. The NJBOn had also asked me to send a copy of my passport if I didn't have SSN. I sent the copy of passport and the letter from SS office stating that my visa status doesn't allow me to have a SSN. I got my license within two weeks of submitting those documents.
Your situation is a little bit different. You may want to write a letter to NJBON explaining your situation and teling them that you don't have a US address, neither US SSN, and let them know that you can not obtain a letter from SS office (if they have asked for) because you are residing outside USA. Don't forget to send a copy of your passport along with that letter.
I hope it helps.

Since this poster is not in the US, they will not have a hard license issued to them until that time.

Just the same way that quite a few other states do not issue a license without that, such as Florida and CA. It is not an issue at all.
