There is no retrogression law, there are just no visas available for working in the US with a green card. And no one knows when it will be lifted. Not one agency or attorney has inside information, even though they may tell you that they do. And those that are available are going to those that have PDs from years ago, that is why it is called retrogressed. No visas for new applicants at this time.

If you wish to work in the US, you will need to wait until there are visas available for you are free to go to another country if you wish. You are not required to work in the US. You have a BSN so can go to many other places.

This retrogression started after October 31, 2006 and still continues.
