It could have been that your friend unknowingly committed fraud by using something else in place of a ss#. You need a ss# regardless of what one might tell you. If you're caught with falsifying documents, then you will use your CA RN license and will be placed on the list of people who committed fraud. Which there is such list on the CA BRN website.

Being on a tourist visa doesn't meet ITIN requirements unless you have to file federal return and do not qualify for a SSN.

What is an ITIN?
An Individual Taxpayer Identification Number (ITIN) is a tax processing number issued by the Internal Revenue Service. It is a nine-digit number that always begins with the number 9 and has a 7 or 8 in the fourth digit, example 9XX-7X-XXXX.
IRS issues ITINs to individuals who are required to have a U.S. taxpayer identification number but who do not have, and are not eligible to obtain a Social Security Number (SSN) from the Social Security Administration (SSA).
ITINs are issued regardless of immigration status because both resident and nonresident aliens may have U.S. tax return and payment responsibilities under the Internal Revenue Code.
Individuals must have a filing requirement and file a valid federal income tax return to receive an ITIN, unless they meet an exception.


IRS US Government

You can not endorse as you do not have a license to endorse and usually you still have to meet BON requirements for foreign trained nurse. So will more than likely still have to meet Washington's requirements as you will have no US nursing experience.

You are aware of retrogression and that you will more than likely have to return home once your tourist visa time allocation is up?
