getting trouble from CA (endorsement to NY)

Hi.I am RN from Israel. I applied for examination in CA board and I passed NCLEX 10 months ago. I have SSN, so I got my CA RN license .Now I live in NY. I checked all information how to get RN license in NY. I started CVS process in Israel. NY board of nursing received all my documents from CGFNS and approved my education .NY board required nurse form- 3 from CA. I sent this form to CA with 60$ payment 11 weeks ago.The cashed the money after 4 weeks . I called to CA board every 3-4 days, I sent messages by email in order to check my status and I asked to sent the form 3 to NY as fast as possible. I live in USA 3 months without incomes. I need this license to start my work as RN. .During this time the operators took my telephone number several times, nobody called me back. Today they explained me that they sent the documents to ICHP organization because I "asked to do this" and "I sent the Visa verification document".They told me that I didn't sent them the right paper. They transfer the payment to this organization. I never heard about this organization, I even don't know how does this document look.
I didn't sent it to CA.
First of all- I don't need this , I have visa. CGFNS already did his work- transferring my documents to NY.
I tried to explained it to them, it didn't help. I asked to send me the copy of document that I "sent" to them . They don't have it.
Now I need to send the nurse form - 3 again to CA , to pay again 60 $ , I will wait for cashing the money a month and after this the process will take another additional 6 weeks!!!!
It is not my fault !! They did same mistake. I cried all day. I don't know what to do. I need to work. I have 2 children..
Maybe I need to take a lawyer ? I have all my email messages I sent to CA , during 2 months I asked them the same simple question: "When will you sent the nurse form-3 to NY?" Nobody told me about ICHP.
I found their website, their list of fees, I don't see the process of 60 $..
Please help me. sorry for my english and long message. I'm frustrated and helpless....

im sorry about your situation..anyways did you send california the request form " License Verification" ? They will fill this up then forward it to new york. It takes them 2-3 weeks to do this. I had the same problem but California Board of Nursing was very helpful. I hope everything will turn out good.

I sent to CA the Nurse form- 3 - it is" Verification of other professional licensure/certification".There are my personal details on the first page, CA needs to write my NCLEX score on the second page and to sign. IT's all what I asked..
CA asked me to sent it again , it will be a new process and I need to wait 6 week after they receive the payment. I waited 11 weeks!! It's mean I will wait another additional 11 weeks !!
azalea04, can you explain me if you sent another application to CA and how they helped you and do this after 2-3 weeks ? Thank you.

Normally CA don't take long. Do you know if your first $60 has been cashed?

To Silverdragon,
"Contact the nursing board in the state in which you intend to apply for licensure and request that they mail you the appropriate application packet.."- I printed this packet:nurse form- 1 was sent to NY, and nurse form- 3 - was sent to CA- "The application packet should contain a Verification of Licensure form. Complete the personal information on the Verification of Licensure form, including your California RN license number".
What I did wrong?
How can I required this documents from CA urgent without waiting 2-3 months?

60 $ was cashed on 28 of august, but CA transfered this payment to ICHP. I don't know why...

ICHP is for VSC with CGFNS. If the CA BRN transferred this to them then they are the ones that need to rectify it.

ICHP does visa screen certificates and have nothing to do with state board of nursing

Now I know about ICHP, CA claimed that I asked to do this, and endorsement - it is another process, that I need to start from the beginning. They don't want to listen to me , but I urgently need my license , I got some position in Nursing home, I was supposed to start work 2 weeks ago. I afraid I'll lose this position...

hi im also filing for NY tryin to transfer my NCLEX from cali...how did you know that there are required fees for the Verification of LIcensure Form...coz i havnt read any from the application form?...do i have to send the fee together with the form or wait till the BON ask me to do so?...
