If he is in the US as a student, and is planning to go thru the AOS processing; then the PD date really does not matter. He needs to make sure that he has the Visa Screen Certificate in hand, and everything else completed.
We do not expect things to open for several years since there were so many petitions that were submitte this past summer and it will take years to get thru them all.
What does he know about this agency? Remember that if they are not in business when the visas open again, he will be starting over from Day One. It is one thing to get the PD date if you are going thru Consular Processing, and completely something else when going thru the AOS process. Having an earlier PD date will not make much of a difference for that, but his needs may be different by the time that he finishes school.
And if he is going for the MSN, then that will put him in another classification as far as visa.
If asking what to do now, would not do a thing. It will not benefit him at all, just make him indentured to this agency.
