exemption to rule requiring local license

i have a friend who is a Chinese passport holder but is a permanent resident in the Phil., local licensure laws prohibits her to take the local RN exam. Since Cali BON is already requiring local license before accepting applications, is there a way for her to apply? will a letter explaining her situation be enough? or can she apply for Vermont which has reciprocity with California? thanks in advance.

Has she gone to PRC's legal dept. already? Best bet is she go there first and request a certification or a letter from PRC's legal dept. certifying that she is indeed not allowed to take the local NLE and just present that to CA BRN. Sometimes, a letter explanation is not enough anymore. CA BRN is getting strict lately.

VT also requires the NLE, so would not make a difference from CA BRN in regards to that aspect.

And licenses do not have reciprocity, only the NCLEX exam does.

They are not requiring local licenses if one cannot legally sit for the exam, that is the same thing with the CGFNS exam. They waive the requirement with proof that it cannot be written because of local laws in the country where they did their training.
