CT-NUR WAIVED?

Hello everyone and to Ms Suzzane, after so many searches here, i have'nt seen an answer for my query so i beieve you'll help me answer this. I applied for Illinois-bon and submitted all the requirements except for ct-nur. I have friends who applied to the same state and their ct-nur (license validation) was waived since license status is already indicated in the ces-report and the bon will just refer on it without the ct-nur. So nowi did not send ct-nur since it will be redundant if i do so. Do you think i do the right thing? \
