Course of Action after results of Test 3 and 5 retake come out?

I am a June 2006 board passer that re-took Tests 3 and 5 last June 11,2007 . I have just learned that the results of the exam will not be released until Aug.15-30. However, I am already scheduled to take the NCLEX in the U.S. on Aug.3 and consequently will be leaving soon and before the results will come out.

In light of this, I would like to know what is the best course of action that I should take, so that I may still be able to process important papers that I will need, once the results come out, even when I am already in the U.S.

I was advised to prepare a Special Power of Attorney but I do not know what specific powers to give to the person I appoint as my agent as I am unfamiliar about which steps are to be taken if/when I pass the exam, and to which agency (PRC or DOLE) my agent will need to conduct business with...
