Confused about Vermont State re-application..help!

I failed my exam last year.I send my reapplication form to Vermont with 30USD last February 2009 but until now I didn't receive my eligibility to take the exam. Vermont only mailed me my username and password on their site. Do I need to pay Pearson Vue before I will get my eligibility? Is it the same as my 1st application that Vermont will send me a white post card before i can register with Pearson Vue? thanks!
