Canada. To file as a skilled worker or PNP if your a nurse?

I want to know if which is better, to file as skilled worker or as PNP? I am a nurse without experience here in the Philippines. I am a second courser who had a previous job so I can be qualified as immigrant as long as I have job offer in Canada. But my problem is no one is replying on my online application of my resume. What they need is registered with Ontario. Can somebody help me where to find an employer? And what are the steps to go to Ontario. Only few thread are intended for Ontario. I have difficulty finding one.

Moved to the International forum as per the red banner.

Have you received eligibility from CNO? Have you contacted the hospitals to see if they have jobs and what jobs are available?
