Please take the time to read this forum, much has been written on Ca and no SSN. There is no way you will be issued a license even temporary without a SSN which you can't get until in the US with a valid work permit/visa so having a tourist visa will not help you

There is no way for you to work on the tourist visa and the main reason that CA does not issue a license for you.

We do not have temporary licenses here just because you do not have a SSN#. You will be waiting five years or so to get a chance at a green card. You need a green card to be able to work here, and not having a visa that will permit you to work makes you subject to being deported and not being able to enter the US for a minimum of ten years.

And one must also pass the English exams and have a Visa Screen Certificate. You will not get a SSN# issued until you have been thru the immigration process and have a visa that will permit you to work here.
