bankdraft in Singapore currency

Hello. i am one of those nurses who were stucked by retrogession. Its depressing really. Anyway,want to ask something about my packet 3. I received a letter from NVC last October that I have a missing document, that is a CNCC or police clearance from Singapore.( I've worked in Singapore). Do I need to submit it ASAP even if there is retrogression? and anyone outhere who could tell me a singapore-based bank here in the Philippines where I could buy a bankdraft with Singapore currency as payment for my CNCC. (my bankdraft with US dollar currency was rejected because they said they only accept a bankdraft with Singapore currency).I went to different banks already but most of them doesn't have that so please help me with this query..please, please, I really don't have any idea.

I had this problem before, also for police clearances since our family is quite mobile due to my spouses's line of work. If ever they are willing to take your USD demand draft, you should add extra $50 for bank charges since the demand draft can only be cleared in the country that controls the foreign currency, that is the USD. So, you have to pay for the banks and agents that will be involved every step of the way, from the Phils., to SG, to US, and so on and so forth which might last for at least 3 weeks. That's why Demand Draft is the least desirable option. For Singapore,you can ask HSBC, Maybank, Citibank for Bank Transfer/Bank Wire/Telegraphic Transfer/Electronic Funds Transfer/ Money Remittance where you can pay in USD. But, you will have to shoulder $20+ for bank charges. You can log on to their websites to get more details of the mentioned services.
