Badly Need Advice in taking NCLEX...

Hello fellow Nurses! I just passed the Local Board in the Philippines and is now planning to take the NCLEX before working. I was wondering if anyone can give me advice as to which state in the US I should go to. I have relatives in NY, NJ, Texas, and CA. I don't want to take the CGFNS anymore. According to some of my friends, the ATT from these states take too long to arrive. Some adviced to just take the New Mexico or Vermont NCLEX wherein the ATT will arrive within 2-3 months. They said it is also the easiest exams to pass while the hardest are nclex of NY and CA... (i don't know if this is true.) Then I'll just apply for a reciprocity to NY or CA or anywhere I wanted to go to. I want to know if reciprocity applies to New York and New Mexico/Vermont.

I'm confused!!!! Isn't it that if you already passed in NCLEX, you can work in any states of US? Or do we really have to take NCLEX in the state that we want to work in the future?
