Is this the approvement for my temp licence?

I just got a thick envelop from BC (Canada) this morning after 1.5 months waiting!!! It includes the temporary registration application form, criminal background check form, CRNE application form, etc. Does it mean that after i turn in that temporary application form i will be officially approved as a temporary RN in BC? Can i start applying for jobs now? Or do i have to wait for further confirmation? It gives me two options for taking CRNE, this coming October and next February. Do you guys think i would have enough time to prepare for the October one? Since it's already the end of July and i've got no employment yet.... Btw, i'm an international RN educated and working in the US.
Any advice would be greatly appreciated!!!
