Are you actually a US citizen, or are you a green card holder?
If you are a US citizen and hold a US passport, then you are exempt from the exam as you are not permitted to write it.
If you are a green card holder, then the exemption does not apply to you as you are still a citizen of the Philippines and need to meet any requirements that citizens need to comply with.
You may write to the BRN and tell them that you did not write the exam as you had no intention of working there, but it will be up to them to make a decision on this.
CA has started to become very strict on this and do not know why you did not include a letter when you sent your application in the first place.
Since this thread has to do with licensure in the US and not actually working in the Philippines, moving this to the International Forum where it is more appropriate. Also suggest that you take the time to do some reading on that forum for information that you truly need to be aware of.
