Anyone with pre eligibility for Canada have success with Embassy in Manila?

guys, I would like to inquire regarding the pre-eligibility of NB. I was informed that the MCE (Manila Canadian Embassy) prefers an eligibility and not just pre-eligibility. Anybody here who were already deployed in NB? can you please share your experience from processing your visa until the training and CRNE?
