There is a form in the VSC handbook that you use. Fees should be on the state website

Yes, of course. If you haven't paid the fee for the VSC application then why would they acknowledge any documents coming in for the service.

i haven't paid my visascreen application but my order status indicates they did receive documents from prc, school and BON

But the question is, will they do anything with it w/o paying for the service?

And more importantly, why would one not pay for it when everything is supposedly complete?

Consider yourself lucky that ICHP/CGFNS still allows this. Some even return the whole package (w/ or w/o the fee) if something is missing. NM BON, would be a good example of this. Before, they still keep things on file even if there was still no fee but it was taking too much of their time and effort to ff-up and have it stored and so decided just recently that everything should be complete upon applying to them or everything gets returned. Once a service is being helmed down or processing slows because of so many incomplete/inactive files, they usually come out with an 'all must be complete' clause sooner or later or a one year deadline to have everything in or it ceases to exist clause or policy, such as with the visa screen application.

they did say my file won't be reviewed unless everything was received (payment, prc, bon, transcripts, ielts/tse) plus application expires after one year =)

what happened was i requested validation beforehand and made an online account. the order status listed every correspondence...that's how i learned the validation requests from each agency/school was received by ichp and that an ID card has been mailed to my address...
