One must post at least 15 posts (like you've done above) on the public boards before being allowed to use the private messaging (pm) system.

i have been pm a few people that will be attending my college. not sure if they are receiving my pm. i requested that they receipt confirm but per my account they haven't open the pm. i have noticed that they have been active online after i had sent them. do you think that they are not receiving them? i am a premium member. do i still have to post 15 times before they get the pm?

They could be reading the pm, but choosing not to reply. The "request to read or confirm read", is optional on their part. A member does not have to verify that the pm is read. It's just a courtesy for them to verify they received and read your pm.
