I am not sure if this post is late already but like you i am interested in taking the CIC. Yes, they have a 2 year experience requirement. i think it is better to have the experience because looking into the types of examinations included, it is more of situational based and it is really different to answer from experience than from theory. THe experience will help you a lot.
