You need to get a license in one state, and either endorse to other states that you intend to work in, or see if you are covered under Compact state regulations.
I am not familiar with whether either of those two states are "compact states", but if you are licensed in and a legal resident of a "Compact" state, there is whole list of states that belong to the Comapct" that you can work in with endorsement. Otherwise, you endorse to other states to be licensed.
You are permitted to hold licenses in several states at the same time, as long as you keep up the fees/requirements of each state.

The good news is that you only have to pass the NCLEX once. You can take the NCLEX and get licensed in either state, and then just apply for licensure in the other state "by endorsement" -- you will not have to take the exam again, just submit the application and whatever associated paperwork the other requires and pay the fee.
