License Application Online

Hi everyone,
I will retake NCLEX RN and I would to clarify my confusion in online application process.

On the website above, There is a information regarding Applicant:

and the options are: 0, illinois graduate and All Other Applicants.

I am a foreign graduate and I dont know which of the three choices above is applicable to me.

2. Also in my first illinois RN application, I have undergone a fingerprinting.

Should I do this again for the second time?
