IL Licensure vs transferring from different state- HELP!

I am in a nursing program in North Carolina and getting ready to graduate in Dec. '11
Our professors are advising us to apply for licensure in North Carolina and THEN transfer to the state you are moving too, in my case Illinois.

I have heard other professors from different schools advise their students to just apply for your licensure directly to the state you will be moving too.

The Dept of finance and regulations is not really helpful.

Does anyone have any advice or thoughts on this?? Please HELP!
