Endorsing licence to Illinois

I have been trying to get a hold of someone from the department of licensing so they can send me the fingerprinting card that I need, since I live out of state. I need the paper work to send to my school, so they can verify I went to nursing school. I also need the address to send everything into, because I was told the address on the site was wrong. I have a number for questions about licensing 217-782-0458 and a number for getting an IL license 217-728-8556 and despite what time I call, I don't even get put on hold, I just get a busy signal. I also tried the number of someone to ask questions to, and it says their mail box is full. Does anyone know of another number to call or have any suggestions?
