What is the purpose of requiring a minimum of 15 posts prior to IMing somone? I enjoy looking at this forum but if I have nothing to add, I don't want to clutter up the forum with gibberish. But..... at the same time, if I need to IM someone to follow up on something, I can't. I guess I don't get it.

It helps to spot and eject a scammer/spammer/troll before they fill up everybody's inboxes.
