    I do not know that it is a Medicare requirement, but I've worked for agencies that did not bother with them, both Medicare and non-Medicare.

    No, it is not a Medicare requirement, but it may be an agency policy or a requirement of the accrediting body (JCAHO, ACHC, CHAP, etc.).

    It's a requirement for agencies that are accredited by The Joint Commission.
