Custodial Care / Ltc Insurance

At home health today I was asked what I knew about doing custodial care for a private carrier of LTC insurance. It seems the policy talked about some type of scoring where a person may could receive care at home and is not yet ready to go to a LTC facility. This is the first I have heard of this and I wonder if anyone else may know the ins and outs to it. Shoulds like it may be similar to medicaid's custodial care coverage.
