Why do you think it would be? Wouldn't scope of practice questions be best directed to your nurse manager, nurse educator or board of nursing rather than a coworker? Either way if the colleague or manager had a 'need to know' about the patient/situation it is not a HIPAA violation. If you asked a random stranger it could be.
