Went to the site ANCC site and noticed there's no mention of the BSN requirement.

The cert eligibility page also indicates it was updated August 2009.

Further, a call to the ANCC, referred me to their Internet site, with the comment that all applicable info is included there.

Accordingly, I'd venture to say a bachelor's is not necessary.
