How it works is easy.

Some dumb manager/administrator comes up with the idea, and then you find someone even dumber to agree to follow said policy, instead of either standing up to management or finding another job.

As I look for a new job, it will be one of the criteria I consider. If A hospital has a policy where I can be discilpined or reprimanded for not picking up my phone on my days off, I will not work there. And I'll be honest about that to the managers I speak with and the recruitment agencies too, if I have to. I have a life beyond work!
