LPN licensing late fees

I have a question concerning late fees for Lpn license in Ohio. My license will expire 8/31/08. If the fee is paid before July 1st the charge would be $65.00, If the fee is paid after July 1st there will be a late fee of $50.00 making the total charge $115.00. Now the question, why is there a late fee when it is not really late? This just doesn't make sense to me. Any input would be appreciated. Thanks.

Renewal (before July1 renewal year) $ 65.00
Renewal (July 1- August 31 renewal year) $115.00
Reactivation (inactive license) $ 65.00
Reinstatement (lapsed license) $165.00
