License renewal fees!

Can somebody please enlighten me about the disparity between LVN which RN renewal fees in California. LVN pays $125 while RN only pays $85. How is it based? The less education you have the more you pay or does LVN earned more than RN's in cali.? Thanks a bunch.

California LVNs have less employment options than their RN counterparts, so the state probably presumes that these nurses will be more than willing to cough up the extra money to simply keep their licenses renewed. This is just an idea of mine, and not a scientifically proven fact.

That really sucks, but I can believe TheCommuter; it is exploitation. I just posted something in the CNA section that seems a bit similar. They have to work in a nursing home for 7 hours (in New York, anyway) in a two year period of time, and the nursing home has to recert them. They do not pay for their own renewal. But, if they work in a hospital, the hospital does not pay for their recertification. In my eye, that is just wrong and another way to bring people down. I'd rather pay on my own and take the infection control class (and whatever they else they may ask for). How insulting to have an LPN who makes considerably less to pay so much.
