No, you are correct -- the CPNE is not "clinical" in the conventional sense, where you practice skills and applying knowledge under the supervision of an instructor. It is a pass/fail "final exam" of whether you are competent at all the required skills. It
has to be done at an Excelsior-approved site with an Excelsior examiner; that's why there is a lengthy waiting list.
