What is the Best Way to Secure A New Job?

I know that electronic applications are expected through the company website.

Is it appropriate to show up to the HR office before recieving any call? I have questions and would like a tour of the facility, I also want my face/personality to go along with the electronic application. Surely, stopping by (dressed professionally) can't hurt my cause...can it?
