Question anyone know what group 1 is?

Hi, I live in TX and was wondering if anyone knows what "group 1" is? and how to check if you have been reported to it. I understand it is some kind of data base used by hospitals.... a report of leaving without notice puts you on this list.. Does anyone know anything else about it?? Thanks!
