Included in the checklist for CA BON licensure application is the completed Confirmation Card to confirm receipt of application by the Board. Where can I download this?

I believe the confirmation card is sent when you request application materials by mail. I seem to remember that the application states you will not receive a confirmation card if you fill out the application online and I assume that if you download the application from the website, the card is just not provided as part of the application. I've never seen it there. You can achieve the same thing by sending your entire application with a return receipt provided by the post office. It costs a little, but worth the effort.

Am assuming that in the Philippines there is a similar procedure where one can get a receipt for sent mail for a fee.

Always best to actually send it by courier service, mail system is quite different in the Philippines.

But before you do a thing, would suggest that you take the time to do some reading here first about going for initial licensure in CA, especially if you do not have a SSN#.

And as mentioned above, there is no confirmation card that can be downloaded, you are also going to expect to wait about four months before getting approval to sit for the exam.
