i am licensed in the US because i passed the nclex exam.but i failed the june 2006 NLE. right now i am waiting for my visascreen certificate.
i applied last january, way before CGFNS made the decision about the june 2006 passers. in the VSC application form, you have to provide the registration/license in your country of education.i simply put NONE since i didn't pass the local board exam.when i filled out the form,i did it in a logical way with no intention to misrepresent.now they have given their decision for the june 2006 passers.what should i do,ms. suzanne?

My take on it is that all should each have to go thru the VSC process. But the US government is only requiring it for those that are applying for a visa on their own. CGFNS does not make the rules, this is from the US government, they just provide this service for them.
There has been talk since last August that CGFNS would not issue a VSC to those that took the NLE exam; and even this past January, it was already a well-known fact that it was on hold. So even that you applied in January, it was on the CGFNS website that the VSC was on hold for you.
And just because you passed the NCLEX exam, does not guarantee a job in the US. Employers are looking at everything very carefully, and you would have been asked about that exam, and you would have found that employers would want you to retake the exam.
You also did not pass the NLE the first time that you took it, so that would need to be corrected. If you never took the exam, that is one thing, but if you took it and did not pass it, then you need to retake it.
Question for you: Why would an employer want to hire someone that was unable to pass the exam in their own country, if they took it? What would you do if you were the employer?
