My husband is in California now and i am awaiting my visa, he feels uncomfortable about me applying to Vermont and is worried that i'm doing something dodgy.
California says that you'll get a fine of $1000 if you don't put down your SS no.
If you do not have a SSN, then you do not list it, and CA will not issue you a license until you give them one.
Vermont just wants to know that if you are going to live there, that you will pay your taxes to them. If you sre not going to live there, then you will not owe them any taxes.
