For eligibility to sit for the NCLEX for IL nurse licensure, one of the requirements of IDFPR is TOEFL alongside the CES (Credentials Evaluation Service, a service of the CGFNS). As long as your CES states that the medium of instruction in your nursing education is English, you don't need TOEFL.
For the Visa Screen (which is another service of CGFNS and for immigration purposes), IELTS or TOEFL is acceptable.
RN Licensure is handled by the Board of Nursing and is totally different from Visa Screen of the CGFNS.
